With global warming on track to reach 3°C by the end of the century, scientists and policymakers are examining Solar Radiation Modification (SRM), large-scale interventions aimed at reflecting sunlight to cool the planet. While not a substitute for emissions cuts, SRM could help manage severe climate impacts, but it raises significant environmental, ethical, and geopolitical concerns. Public research in the EU remains limited, leaving space for private actors and risking fragmented, opaque governance.
This Euractiv Hybrid Conference will bring together experts and policymakers to debate the potential risks and rules for responsible SRM research, and the EU’s role in shaping a transparent, accountable framework for the future. Building on insights from the recent SAPEA evidence review report, Nebojša Nakićenović, former Deputy Chair of the Group of Chief Scientific Advisors (GCSA), will present their recommendations while referring also to the ethical perspectives given by the European Group on Ethics in Science and New Technologies (EGE) .
