COVID-19, future pandemics and other crises in the global context

With the economic crisis still fresh in our memories, a new crisis emerged in the form of the coronavirus pandemic. This crisis taught us that much of Europe was insufficiently prepared. At the same time, we know that COVID-19 will not be the last pandemic or indeed crisis that will emerge.

A statement, published in June 2020, provides guidance for the provision of scientific advice in pandemic situations, in particular during the current COVID-19 crisis, characterised by complexity and uncertainty. Advice on better management of and preparedness for pandemics was published in November 2020, and advice on the wider topic of crisis resilience was published later in 2021.

Advisors provide joint opinion on pandemic preparedness and management
The European Commission’s independent Group of Chief Scientific Advisors, the European Group on Ethics in Science and New Technologies (EGE) and Peter Piot, special advisor to the President Ursula von der Leyen on the response to COVID-19, published a joint Opinion on Improving pandemic preparedness and management.

Impact

This joint Opinion provided recommendations beyond the COVID-19 crisis, and informed the Commission communication Towards a European Health Union: Stronger EU preparedness and response for health crises which was adopted on 11 November 2020.

The major recommendations of the Opinion are clearly reflected in the communication, grouped under the three headings of preventing and pre-empting pandemics, enhancing coordination across member states, and strengthening systems for preparedness and management. The recommendation to establishing a standing EU advisory body for health threats and crises subsequently informed both the legislative proposal for a regulation on serious cross-border threats to health, and Regulation 2022/2370 to extend the mandate of the European Centre for Disease Control.

The advice also features prominently in Words into action guidelines: the science-policy-society ecosystem for disaster risk reduction published by the UN Office for Disaster Risk Reduction in 2024, where the recommendations are taken up in detail.
